I think a settlement is wrong.

1. Read the resolution criteria on the question as they were published, then read the source they name.
2. A challenge succeeds by showing that the stated rule, applied to the stated source, gives a different answer. Quote both.
3. File the challenge within the window shown on the question. Outside it, the settlement stands.

A challenge that argues the rule was unfair rather than misapplied will be refused, and the refusal will say so. The place to argue that a rule was poor is before the question opens, or in a correction afterwards.
